There would have to be a reallocation of funds in order for this to be successful, of course. Education is worth giving more money to and figuring out all the things that would need to happen. So will also ask well how is this national issue? Why would this not be discussed in the state constitutions? If state constitutions were to implement this in their constitutions this means that not every state will do this and that does change the tuition cost will have many students there and the ones who don’t will have fairly empty universities and colleges. Being that it would national change every state would have to abide by this
