The U.S. and U.N. had failed to intervene during the genocide mainly because of a
failed mission in Somalia. In this mission, eighteen American soldiers had been killed
and dragged through the streets of Mogadishu. After this event, the U.S had no interest
in intervening in Rwanda and did not want to risk putting more soldiers in danger. The
U.N decided to resort to helping to keep the peace and only intervene as a mediator. The
number of troops were decreasing and have limited sources. There was a lack of
political will and there was no strategic importance in Rwanda. Unfortunately, the
Rwandan genocide was not the only one that has occurred in the world.
