North Carolina Proprietors was an ineffective, discontent, and confused government.
This was because North Carolina was not like other colonies that were controlled by the Proprietary Board. The board of Proprietors was trying to get the population of North Carolina to grow, but the government was unstable. In 1665 the government wrote up a document stating the “Concession and Agreement.” This agreement was to have North Carolina government councils able to own land and freemen. It seems the government plans did not go as expected with the colony and the profits were growing slow for trading. The Proprietor tried a new plan by writing up another document, “The Fundamental Constitution of Carolina.” This was to protect the properties of the people. The document was also to make the Proprietors gain authority again and to control the counties of North
Carolina. The government was not efficient, strong and stable, which made North Carolina during the 1700’s tumultuous in their stability. The Proprietors continued to cause mishap on the welfare of the colonies. The North Carolina history was between the Proprietors and the people who were against the Navigation Act and Plantation Duty Act. The Navigation Act was to have trade such as Tobacco between the North Carolina colonies and England. It seems that something went wrong with the Navigation Act where the colonists were smuggling products in. This Act had the Parliament to intercept by passing the Plantation Duty Act. This was to stop the trading of products with others. The only way to get these products out was to pay a duty fee.
The Proprietors agreed that the Plantation Duty Act should be enforced. This way the colonies of North Carolina could get back on their feet financially and economically. The Proprietor also knew that if the people did not agree on the Parliamentary Law, the Parliament and King could revoke the Proprietor privileges. The Proprietors managed to pull strings in England and took control over the colonies once again.
