There are legitimate reasons why a 16 year old should not drive. Car Accidents are the top teen death rate in the United States. Some teenagers may be more responsible than others but generally between 16 and 19 have not very good statistics when driving. The Center for Disease Control and Prevention report what controller in this age group, especially males, are unlikely to underestimate dangerous conditions, drive too fast and be distracted with their passengers. In addition, they are less likely to wear a seat belt and are more likely to crash if they drive after drinking alcohol.
