The President of the United States who authorised the use of atomic bombs against Japan was President Truman. He stated “it was the most terrible thing ever discovered.” In 1945 as the atomic bomb was being tested the US and its allies were still heavily involved in the war with Japan. Public opinion in the US were mixed with a lot of concerns being raised about the high US casualties. There was also considerable anger in the US against Japan for the way it had started the war and for the atrocities committed by Japanese soldiers. The US were planning an invasion of the southernmost island of Kyushu in an attempt to bring the war to an end. Potential US casualties were expected to be over 200 000. President Truman wanted to end the war as quickly as possible with the fewest U.S. casualties. Truman sent an Allied demand for an immediate unconditional surrender to the Japanese the demand mentioned refusal would result in total destruction, but no mention of the atomic bomb was made. The Japanese rejected the demand but indicated a conditional surrender would be possible.
