INTRODUCTION
A Chinese owned firm named Jinshan Investments is proposing to demolish Melbourne’s Palace Theatre and replace it with a five star hotel and apartment complex (Dow 2013, p. 1). The Palace is being defended by several groups due to its cultural significance and in an effort to maintain the low-‐key nature of the Bourke Street precinct in which it is located. The façade of the Palace is heritage listed by Heritage Victoria (Dow 2013, p. 14) and there is a height limit on developments in the Bourke St precinct. The plans have been rejected twice by the Victorian Government but have been submitted a third time with significant changes and are now under the jurisdiction of the Melbourne City Council (Newstead 2014, p. 5).
