The United States Patriot Act and Anti Terrorism Act gave law enforcement officers and government officials almost unlimited power over anyone who is suspected of terrorism and the planning of terrorist attacks against the United States. The Patriot Act and the Anti Terrorist Act also expanded the authority over privacy, personal information, and surveillance. September 11th in a sense showed the United States vulnerability to terrorist attacks and at the same time helped in the prevention of future attacks. As bad as the 9/11 attacks was, it helped to show the resilience of not only the New York City residence, but also the American people and the will rebound as better citizens and a country as a whole. 9/11 brought out the best out of government officials, EMS, police departments, fire department, and all Americans. Kettl (2004) mention that citizens rely on government to manage the country's defense and foreign affairs and also that the citizens can play central role in the country's defense as well by reporting suspected terrorist. Kettl (2004) also stated that the Federal Aviation Administration (FAA) prohibits deadly and dangerous weapons such as guns from aircraft but at the time of the hijacking box cutters and small knives was not considered to be deadly and dangerous. After 9/11, Kettl (2004) stated that here were may different departments blaming each other and finger pointing because several agents such as the INS,CIA and FBI had information about the attacks before it happen. Patriot Act added section 201 which stated that crimes of terrorism or production/dissemination of chemical weapons as predicate offenses under title III, suspicion of which enable the government to obtain a wiretap of a party's communication. Patriot Act as regulated the cable, telephone, and internet company's and made it mandatory to comply with the new federal regulations in providing information they request at anytime. Section 216 and 220 of the Patriot act also made it possible for wiretapping and pen register/tap and trace devices to be use not only in a any jurisdiction in the United States. Kettl (2004) mention that if it was not September 11th, airport security would have not been any tighter. Kettl (2004) also mention that after 9/11 even though airport security got tighter which cause longer lines for security screening and longer waiting periods, airport passengers today don't really mind because its for safety reasons. September 11th also lead to the confinement citizens not only here at home but also abroad. This also lead to many Americans or non Muslims to look at every Muslims or Arabic person as a terrorist mainly because most of the terrorist that was involved in 9/11 either lived her or received training here. The 9/11 terrorist also came here to the United States, lived as normal citizens, and use the same resources that was available to every other citizens and used it against America. Kettl (2004) mentioned that the September 11th terrorist went to flight school to take flying lesson and shopped in the same hardware as every other Americans and bought box cutters to use as weapons on the planes. While training to fly the planes, the hijackers carefully examined the most vulnerable parts of the planes which was the cockpit area which the broke into and hold the pilots against there will. Kettl (2004) also mention that many airports including small local airports was required by the Federal Aviation Administration (FAA) to tighten security, better regulate air traffic control, pilots, and passengers flying in and out of their airports. In a military tribunal, suspected non citizen terrorist have little to no constitutional rights.
