Currently, the unit manning document (UMD) is sufficient. However, the document does not account for personnel that are deployed, TDY, or on leave. We recently scrubbed this UMD due to a mandatory Reduction in Force; we are expecting a new document sometime in CY16. Our current manning for the Communications Element is 20 funded/authorized with 20 assigned. The issue we are addressing in this 100-day strategic plan is reducing the trouble-ticket processing time. During my first quarter my mission is to coordinate with RCCCs at RCT active duty installations in order to increase the number of soldiers who select appointment into the New Jersey Army National Guard after completing their active duty obligations. I place my emphasis on potential MSO reductions by 1 year or more, as well as the 2 year stabilization policy available to soldiers who are transitioning off of active duty into the Reserve Component. Without training prior to mobilization and deployment, National Guard Soldiers lack the skills necessary to be effective on deployments. This leads to Commanders lacking confidence in HUMINT Soldiers and ineffective use of Soldiers. As the Active Duty Component draws down in size, the role of National Guard and Army Reserve Soldiers will inevitably increase. This means these Soldiers must be ready to step in and perform their duties effectively.
