Molotov later served as Minister of Foreign Affairs from 1939 to 1949, and 1953-1956. Molotov’s explains the foreign affair at a meeting of the Supreme Soviet of the Soviet Union on March 29, 1940. Molotov speech expresses his opinions on whether or not Russia will enter the war. Molotov believes that the Western countries are responsible for starting the war. Molotov argued that the Allies were using Finland as a proxy to attack the Soviet Union. The Western allies were also trying to persuade the neutral Scandinavian countries, Sweden and Norway. President Roosevelt was in office from March 4, 1933 to April 12, 1945. Roosevelt gave a radio address in Washington on December 29, 1940, regarding the foreign policies of America in World War Two. Roosevelt radio broadcast which coined the slogan “Arsenal of Democracy”, stated that America would help Britain and France in fighting the Nazis with military aid, not troop reinforcement. Roosevelt reminded his people that if Germany was victorious in the war, the impact would not only be felt in Europe but also in America. America would help in the war effort by providing Military aid to the Allied forces. This would prevent America from witness the horrors of warfare. Roosevelt pleads the patriotic America about the need of collaboration between the government and the working classes in aiding the Allied forces. Molotov’s Russia signed the Molotov-Ribbentrop Pact with Germany while Roosevelt’s America provided military aid to the Allied troop. However they verge on various factor.
