1.0 GENERAL INFORMATION
1.1 Purpose
Cost and benefits are expressed in money terms, and are adjusted for the time value of money, so that all flows of benefits and flows of project costs over time are expressed on a common basis in terms of their net present value. Its purpose is to determine if it is a sound investment/decision (justification/feasibility) and to provide a basis for comparing projects. It involves comparing the total expected cost of each option against the total expected benefits, to see whether the benefits outweigh the costs, and by how much.
1.2 Scope
The proposal is a web based reviewer which has a big expenses utilized. It scopes the expenses, possible income of the proponents, proposal’s costs and the existing cost being used by the clients before. Indeed, Cost/Benefit Analysis is made to provide information indicating the expenses of the proponents in the development of the proposal, benefits of the clients of the proposal and the length of time of the return of investment.
1.3 System Overview
Responsible organization
The proponents are making the projects as a requirement in a certain subject. Since the program is in online practice, the proponents are also the responsible organization who is promoting the proposal and act as the administrator of the program.

The program is entitled “Web based Civil Service Reviewer”. It is entailed to furnish web based reviewer to the possible clients who want to take Civil Service Examination.

The program was made through the script languages like Hypertext Pre Processor and JavaScript.

Major application: The program has security considerations for it has database software used like MySQL and script languages like JavaScript and hypertext preprocessor giving a good visual
