I. Introduction
Prisoners should be given another chance depending on their crime because they could go to rehabilitation programs, deaths during criminal acts might be unintentional and it could create less tension in prison. First, and foremost, as human beings careless mistakes are bound to happen. Some prisoners are remorseful and learn that the act of vengeance was not the appropriate approach and that they could have changed. Change, that Rehabilitation Programs can provide, they may help a person to cope with their problem; or mental state of mind that led to the criminal act from the beginning. It has been proven that rehabilitation programs in prison helps inmates find a new, better way to cope with the world. Programs such as The Division of Rehabilitative Program, The Lionheart Foundation, etc. helps to drive inmates to want to have a second-chance. These programs often offer educational benefits, psychological, and mental rehabilitation because it has been found that most inmates are raised to such criminal behavior due to dysfunctional family life. Although being raised in corrupt family attire; this should not be an open-door policy to provoke criminal activity. Most criminal altercations are not done by free will but by careless judgement. According to statistics, the percentage of African-American and Hispanic inmates to Caucasian inmates are approximately 56% - 44% in prison population. Most crimes associated with blacks and hispanics may not be violent in nature crimes but are punished harsher than caucasian due to skin color. Crimes can range from petty shoplifting to more serious altercations such as drug affiliation, which may stimulate into unintentional
