Berea College in Kentucky allows their students to do community services in return for tuition, and their graduation rate is 62%; whereas Jefferson College of Health Sciences charges $24,400 a year and their graduation rate is only 47.3%. If students choose not to participate they would have to pay for the tuition rates, therefore colleges would get their money either way; in turn, making the values of degrees go back up.
