But your statement “a professional was performing services beyond his competence” , is on the spot where the line should be drawn. When I was still working in California, we used to receive a monthly report form BPELS (Board of Professional Engineers and Land Surveyors) listing the Disciplinary Actions levied against certain professionals for various code violations. It is interesting to see that most unethical acts are in the context of your example - unqualified professionals using their stamps in areas outside of expertise.
