Introduction
The image above depicted a common phenomenon in the society which is fog and haze cause traffic inconvenience. The fog weather plays a big part in transportation. Highways and civil aviation airports have to implement road closure and flight shut down due to the strong fog. This phenomenon is of common occurrence. Sometimes it even causes terrible traffic accidents. According to the relevant statistics, it shows that the traffic accidents caused by the fog weather were 2.5 times higher than those caused by other severe weather. What’s more, the injuries and death were accounted for 29.5% and 16% of traffic accident total injuries and death respectively. In the urban traffic, city rush hour traffic flow increased by 20% because of the fog weather. At the same time, Traffic accidents rates also increased by about 30%. Therefore, we should take the effect of fog and haze on the traffic seriously. (Wu, 2013)
Economic Explanation
From the point of economic, the fog and haze weather problem is the "external" problem. Because the delimitation of air property right is indistinct, many producers and consumers discharge dust and carbon dioxide emissions into the air, and they don’t bear the full cost and also don’t need suffer punishment. Thus even if the problem of air pollution is more and more serious, they can still discharge pollutants into the air. (Xinshijiao, 2013)
Environment is a kind of public goods with externality, we enjoy the beautiful environment at the same time we can't stop others enjoy. Similarly, when people damage the environment, others also have to bear the negative impact of environmental destruction. The public resources don’t have exclusiveness but has competitiveness, which makes itself the zone of frequent occurrence of negative externalities, until it causes "tragedy of the Commons”.
