The text points out that there are specific tactics in which the powerful majority uses in order to take or maintain control. There are two ways in which a superordinate group becomes the majority. When a group is already the major power and it welcomes migrants it would fall under the entry at the top considering the group does not have to do much to gain power. If the majority was at one point the migrant in this situation they would enact a hegemonic approach similar to that of the Spanish in Latin America in order to usurp the power of the indigenous people.
