Boston Police Department Case Study
It is easy to understand how this behavior is so commonplace. This could be due to the overall acceptance of this type of behavior in the Boston Police Department. Sullivan’s deceitful tendencies are only strengthened by the organization's tolerance of the behavior. The woman staff does not report Sullivan’s harassing behavior at any point. If it was reported Sullivan would surely have been disciplined. If Sullivan decided to implement some value based rationale at this point he would be more accepted in his new position. The results would be more favorable for Sullivan.
Meanwhile Sullivan’s new unit is targeting Costello. The new assignment is a stolen product called Micro Processor chips. The thief was killed, however the team is not to

If he speaks up at this point, he could face some serious disciplinary action. He would be reprimanded professionally. He would lose the respect of his fellow peers and Costello might actually put Sullivan on his hit list. Sullivan could even face jail time for his part in interfering with an active Police investigation. Although morally inexcusable, it is understandable why Sullivan chose to remain quiet and go along with Costello’s “inside man” duties. However, after the admission and disciplinary action, it is likely that Sullivan could rebuild his career as a police officer and start gaining merit where merit is due. Regrettably Sullivan is motivated by the consequences he might face and again chooses the low road. Sullivan begins to search for an inside man that might have infiltrated Costello’s team.
In the interim, the police prepare to infiltrate Costello’s micro processes warehouse deal. Sullivan has little time to warn Costello, but he manages to send a coded message. Sullivan is fearful that the police will find out that he told Costello to turn off his phone because surveillance could pick up the signal. Costello eventually escapes and the Police are on the alert that Costello must have an informant working inside the Police Department. Costello threatens Sullivan because he believes that Sullivan is not as diligent as he could be when it comes to keeping the Police at
