BUREAUCRACY
The word bureaucracy has different meanings to different people. To most people it is negative, while to some it is positive. The negative image of bureaucracy comes primarily from the rules and routines often referred to as red tapes, that is established by the organizations
However most people believe that bureaucrats are insensitive, uncaring, unthinking, aloof, unimaginative, arrogant and dull. They also believe that bureaucrats are people who have lost any interest in addressing the needs of the people. However, bureaucracies are organizations that are big and complex, that they are unable to get anything done constructively.
On the Government side, bureaucracy refers to institutions of Government that carry out the wishes of the people as expressed by their elected representatives. A typical example is when a state legislature enacts a law providing service to the disabled, a bureaucracy will be delivered and then they make sure that it works.
Federal Employees bureaucrats regulates business practice, deliver mails, clean the streets, conduct social security programs, collect taxes, carry out U.S. foreign policy, and they manage National forests.
Some of the agencies found in the bureaucratic structure of state and local Government are the department of public Instruction. This agency provides financial aid and program assistance to public elementary and high schools and monitors. This agency monitors compliance with regulations regarding compulsory school attendance, basic curriculum and programs for children with special needs.
Another agency that is worthy of note is the Department of health and Social Services. This agency administers the variety of institutions and programs for the poor, the elderly the mentally ill, the disabled and other groups with special needs.
