It takes place in the future also. I think the author is trying to tell us about the government and what can take place in the future in today’s society. I think that the author's purpose in writing the book is to show how the government is corrupt and how that could possibly be us one day. The government in the book is the main villain, and the book shows you a lot about how the government works in ways such as taking control of their people without letting them even have their own thoughts or freedom of speech. I believe this because the entire book is based on how Katniss despises the Capitol, which is their form of government. She hates the government because of what they do yearly, The Hunger Games.
