Reconstruction to come into effect. Their plan included punishing the South harshly as a result from the war. Before that could happen, Vice President Andrew Johnson became President and for a short time continued with Lincoln's plan. Congress went on to create the
Civil Rights Act of 1866. This was made to give people born in the United States citizenship, equal rights under law and they could buy, sell, or own property. Along with Reconstruction, Congress added two Amendments to the Constitution. On July 28, 1868, the Fourteenth Amendment was ratified and it gave citizenship to all those born in the United States no matter their race, beliefs, or customs. Also, States could not deny anyone protection under these laws. On February 3,
1869, the Fifteenth Amendment was ratified and it gave all men the right to vote. This included the African American men but the Amendment excluded women because they did not have voting rights yet.
