The worker observed John and noticed he was skinny for his age, appeared malnourished and possible underweight. John was inappropriately dress for daycare and his clothing had the smell of urine and feces.

John lives with both of his parents, Mr. Birky age 21 and Mrs. Birky age 20. John has a deceased 2-year old brother, Robert Birky. John’s brother reported drowning in the neighborhood’s ditch.
