“CLIMATE CHANGE ADAPTATION IN AGRICULTURE AND FISHERY”
Climate Change is an alarming and contentious issue for all that has recently reached the political and public agenda and consciousness. The effects of climate change must be given priority by the national government. Based on the group’s discussion, the top-down implementation framework has been determined as best policy option/ decision for our Policy Analysis Paper. This policy according to Wu, “sees the implementation from the viewpoint of policy-makers attempting to control the outcomes of the grassroots.” One of the government’s plans, among others, is to come up with a policy pertaining to utilization of technology towards mitigating the effects of climate change. One of the identified plans is the utilization of stress-tolerant rice varieties to counter the effects of the increasing rice shortage- the country’s staple food due to climate change. From the national level, the adoption will be brought down to the grassroots through promotion and advocacy.
The national government through the Department of Agriculture is at forefront in the promotion and advocacy by subsidizing stress-tolerant rice seeds to encourage more farmers to utilize them to be able to mitigate the effects of climate change on food supply. On the local level, the provision of subsidy to farmer organizations through the LGU will address the core problem of food shortage due to climate change to provide a clear intention of the information that needs to be delivered to the grassroots.
