Communication and Crisis

My name is Rosa Singleton. I am the director of the Emergency Management Office in the area of Ohio. Today we have received official reports that the public water supplies for the city of Canton and other nearby cities have become contaminated with a life-threatening biological agent. It is the duty of my staff to implement contingency plans and address them within the organization, and with the public in a way that will not create panic amongst the citizens of Canton and the surrounding cities.

The individuals or groups that will be communicating inside and outside the organization during this crisis situation

When a crisis situation occurs, there has to be a quick response for collecting information concerning the situation. The individuals that will be communicating during this crisis on the inside of this organization are myself, the senior manager of the regional Emergency Management Office, the communications coordinator, and the command coordinator along with the help of outside agencies such as: The State Department of Health, the Red Cross agency, and the media spokesperson (Hicks, 2012).

Potential advantages and challenges associated with communicating within the organization and with the public and private sectors during this crisis situation

When an event like water contamination occurs, it gives an opportunity for emergency teams to work with diverse communities to effectively relay the importance of health communication, and it causes the citizens of those communities to be dependent upon the emergency teams to bring them to a safe place from the crisis. Sometimes a crisis can have good outcomes, and sometimes the outcomes are not as favorable. The advantages that we’re hoping for while communicating with the associations and the public are, that everyone involved receives the correct public health information messages, and

    In the Disaster in Franklin County simulation (Regents of the University of Minnesota [UMN], 2006), there were several key personnel in the incident command team. This concept is utilized in real disasters when the Public Health Director is responsible for collaborating with the other key personnel from the community. Some of these people are the Fire Chief, Police Chief and EMS Director who collectively provide a summary of potential public health concerns resulting from the disaster. Often the issues that need to be addressed are obtainment of necessary supplies, potential evacuation plans, management of power outages and hazardous spills, activation of emergency personnel and communication to the public. The Public Health Director will establish the Incident Command Center and assign responsibilities to the various sections. The Public Health Nurse is usually part of a multi-disciplinary team that is deployed to check on residents after a disaster and/or staff the temporary shelters. In the Disaster in Franklin County simulation, the nurse is deployed to go door to door to assess the needs of the residents. The primary function at this time is to triage the victims and evacuate or obtain additional resources based on the specific needs.     The role of major health personnel in an emergency is to manage the safety and well being of the people in their community during and after a natural or man-made disaster. This is done by assessing the details of what occurred, what needs must be met and facilitating a team to organize information about the event and provide logistics as quickly as possible.     In the first few hours following a disaster there are many things that need to be addressed. In the scenario presented, one of the initial messages that must be presented is water safety. Informing the public on the rationale of why their water is unsafe is important in helping them understand the necessity of boiling it before use to prevent illness. Also informing them of where they can obtain a safe water supply is crucial. The availability of temporary shelters and housing is also important in the first hours and days following the storm since many people may have had to leave their homes due to flooding, loss of power, or structural damage.     I just received several reports that the public water supplies of several towns in our region have become contaminated with a life-threatening biological agent. The biological agent could adversely affect human health in a variety of ways that could range from relatively mild allergic reactions, to very serious medical conditions leading to death. It is my duty as the director to make sure this is through and not a rumor from the public, because this a serious issue for our community. The first thing that we will be doing is making sure that the employees are ok. This is something they need to hear from us, be that it is bad news.
