In Divergent and The Giver, there is a lot of control exerted by the different governments. In both books, there is not much freedom of choice. While there is a little more freedom of choice in Divergent, individuals have to follow the faction rules. In The Giver, there is pretty much zero, zilch (A.K.A 0) choice. Both governments control the rules and nearly control people’s actions completely. Both governments have specific people in control, as well.

The government tried to keep everything fair by giving each faction (Erudite, Abnegation, Candor, Amity and Dauntless) a different job. The Abnegation are the “main headquarters” and “main government.” Because the Erudite wants full control of everyone and all the jobs, they are willing to start a war.
In the Giver, the council of Elders controls everything such as every individual, curfews, school days, etc. The Council of Elders erased almost everything so the community could be “perfect” and they could have more control over each person. No matter what, they are in full control. There is no power share.
Personally, I believe that the Council of Elders try to be fair, while still keeping the community “perfect.” The community isn’t overly horrible. There is a 3-strike system unless an individual does something really bad. Example: A pilot flew a plane over the community, scaring everyone on the ground. He was released for his accidental maneuver.
