Sen looks at development ethics in two ways, through agency and well-being and achievement and freedom. He says that agency and well-being requires aid from individuals and institutions. Sen explains that there are two dimensions to agency, which includes achievement and freedom. According to Sen, agency achievement is realizing one’s goals and having reason to achieve or pursue those goals even if it does not benefit he or she directly and even if it comes at the cost of his or her well-being. Sen defines realized agency success, as realizing your own objectives and goals but someone or something else is the cause of achieving those goals. Instrumental agency success to Sen is defined as the individual taking matters in their own hands to achieve his or her goals or taking part in collective action. Based on Sen’s concept of agency a third party whether that is an individual or group is needed in order to exercise and regulate change. Having a third party to regulate our goals may affect individuals or organizations negatively or positively depending on what the agents do for them. Sen realizes that it is impossible to create or have a system where every human being is in control of his or her own life. According to Sen, a full agency is a reasoned agency meaning that a decision made always has a reason and usually that reason is to achieve a specific goal whether that is for you or for others. Sen believes that if you do not achieve the goal based on your direct or indirect actions then you are not an agent because being an agent means being in charge of your own life.
