Another benefit to the Anglo-American model is the paramedics typically function under the medical direction of a physician. Paramedics are credentialed and authorized by the medical director to use their clinical judgment and administer treatments to patients using appropriate clinical protocols. The Fire Defense Agency was established immediately following the war to provide ambulance transportation. In 1977, the Emergency Medical Care Consultation Committee organized a three-tier emergency care system (Tintinalli et al., 2010, p. 29). Then in 1991, the Emergency Life-Saving Technician Law is passed creating the role of paramedics with advanced training (Tintinalli et al., 2010). Also in 1991, the Japanese Lower House Social and Labor Commission Conference Minutes introduced the Franco-German model and encouraged the evaluation of a similar type of a system (Suzuki, Nishida, Suzuki, Kobayashi, & Mahadevan, 2008).
