ABSTRACT: In this study, we describe how to use innovative techniques to improve the decision-making process in crisis response organizations. The focus was on building situation awareness of a crisis and overcoming pitfalls such as tunnel vision and information bias through using critical thinking. We started by observing typical difficulties in crisis management in a field study. Different services (e.g., police, ambulance) usually have separate report centers, although this may vary depending on the region. In the future, most Report Centers will be combined.
Those working at the operational level are responsible for the coordination of various processes. They generate input for policy making at the highest level, act upon decisions made by the policy level, and are responsible for the execution of these decisions. They gather and combine information about the situation at hand from the tactical level and pass it on to the strategic level. The operational team does not operate at the incident place and therefore does not receive firsthand information. High-level organizational matters (e.g., those concerning multiple regions) and legal matters are discussed at the policy level, with the mayor as head of the policy team. Those working at this level constitute the head of the organization.
