Chapter I
INTRODUCTION

A Web site plays a vital function to any establishment. It is used as a source of information that will be made available to the whole world. The essential establishments such as the Department of Education-Division of Agusan del Norte (DepEd-ADN), having a Web site is a significant basis of their information dissemination in which they are deficient. It is appropriate that there is a web site for such an establishment because it does not only keep the information to be present in the Internet but also provide the Institution the most updated information. Moreover, the user will not consume much time and effort in searching the information to anybody since they can differentiate it certainly through the Web.
The use of information and communication technology has been growing since computing began with an analog machine and the Web started to become a popular resource after 1993 [1]. Its revolution allows people to be connected to other people and to significant information at all times, a concern which led to the invention of technologies such as the mobile phone [2]. The technology has been very useful to many people especially in sending Short Message Service (SMS) around the globe. Our countrymen has seen the immediate use of this technology. Through the increasing usage of mobile phones, the Philippines has established itself as the texting capital of the world.
Currently, DepEd-ADN manual information dissemination is being worked out by two offices namely the EMIS or Educational Management Information System Department and the Administrative Department. The EMIS Department serves as the data
