• The government allowed the local units of the country to have their own autonomy in order for them to develop in their fullest potential so that it would be beneficiary to the attainment of the national goals of the country
• The government will also give the local units more power, authority, responsibility, and resources.
• The accountability of the LGUs will be monitored through the institution of effective and therefore require all national agencies and offices to conduct periodic consultations with LGUs, nongovernment units, and people’s organization before any project or program is implemented in their respective jurisdictions
Aims of Decentralization
I. Primary Aim:
- Increase the resource base for primary care
Why? - LGUs here in the Philippines often lacked the sufficient financial assistance and funds in order for them to provide quality service
How will the government attain this?
- By shifting as many resources as possible from central to peripheral parts of the government
II. Secondary Aim:
- expand the decision making space of middle and lower level managers
Why?
- In order to increase the responsiveness of sub-national authorities to local health needs and situations.
- So that the political priority setting will not be in conflict with the priority setting based on health needs
III. Third Aim:
- Enhance the efficiency and effectiveness of health services management through prompt and appropriate middle level management decision making
