The Settlement Movement began in the late 1800s when large numbers of immigrants came to the United States. Volunteered women organized settlement houses for the poor. Their main goal was to serve a community of individuals by offering a broad range of services. Charity Organization Society begun in the 1870s with the primary goal of learning what caused individual poverty. It also provided organized services to alleviate poverty, with an emphasis on serving individuals and their families. The organizations were run by wealthy women with little professional training. The biggest difference between the Settlement Movement and Charity Organization Societies is in the treatment of individuals. A charitable organization simply raises money for various causes and organizations. They focus mainly on soliciting funds from the wealthy and elite, in comparison to those who run settlement houses whose primary interactions are with those of under-served communities. Some activities would be providing day care for the children of those having to work. In the settlement houses the government would help put daycares in poverty areas. Other activities would be assisting those working on their citizenship by proving classes and test preparation, as well as helping them with job placement to provide the tools they need to be self-sustaining.
