Paul used these three appearances to not only defend himself from his accusers and accused actions, but to defend and spread the Gospel and eventually through both his appealing to Ceasar and working his way through the legal system, fulfilling the commission. (to take the gospel to Rome and the ends of the earth)
Paul's appearance in front of Felix was after Felix had read the letter from Claudius Lysias. Hewitt points out that ‘all agreed Felix was bad’ and Tacitus describes Felix as ‘practicing every kind of cruelty’ this gives us an indication as to the way Paul’s trail will play out whilst Felix is in power. He then sent for Paul's accusers who were in Jerusalem and whilst they were travelling kept him in custody in Caesarea.
The high priest, elders and a lawyer known as Tertullus all came to Caesarea for the trail, Fernando indicates that the fact the high priest and the others travelled 65 miles for the case indicates the serious nature in which the Jews viewed Paul’s case.
Tertullus puts four charges in total toward Paul, the first of which he said "we have found this man to be a trouble maker and a public nuisance ". This was a serious accusation because of its political overtones; there were many Jewish agitators at that time who threatened the peace. However When Paul’s defence starts he comments on the fact that Felix could verify when he had arrived in Jerusalem (12 days previous) and he had simply not the time to cause trouble or disrupt the peace in which the Romans held in such high regard. Also Paul Defended himself in saying at the time in which his accusers found him, he was in breach of no laws and they found him causing no trouble and that he had simply came to Jerusalem to worship.
The Second Charge made against Paul was that “he agitated Jews and caused riots wherever he went in the Empire” however again Paul’s accusers had no proof to back up their charges and
