(1) INTRODUCTION
1.1 Definition
Human Recourses Management(HRM) is a strategic, intergraded and coherent approach to the employment, development and wellbeing of the people in organizations (Armstrong 2009).These organization consists of people and so the development of these people should in turn develop the organization. In a highly competitive environment which firms now face, human capital has become a precious commodity in gaining any sort of advantage over other firms. 1.2 Introduction
The challenges of HRM in any organization can be analysed under its five functions Staffing, Human Resources Development, Compensation, Safety & Health and Employee Relations. Outside these functions there are also challenges that come with other environmental factors. These factors can be within the organization or can be external factors that can be political, economic, societal, unpredictable events and legal considerations For only looking at the internal dimensions and ignoring the external human resource practitioners deserve a D grade or poor grade(Kaufman 2012).

My organization is under a Department of Livestock and Veterinary Services (DLVS). It is called the Division of Veterinary Field Services(DVFS). The other three division under the department are Public Health & Diagnostic Division, Tsetse Division
