Yes. Manufactures such as Mattel corporation and other manufacturers have a significant obligation far as the responsibility of its consumers and society. One is the requirement that their product would be safe for children to play with. Mattel has produce more toys than any toy company so the issue is whether or not their toys would deem product safe. In the past, there was no specific guidelines on toys, but in 2008 the Consumer protection act was established to protect the lives of kids when several incidents involving children with toys occurred. The Consumer product safety Improvement act of 2008 gave specific guidelines to the manufacturers about the product that they are producing. The product in term is to be produced by age group and shall not be harmful for the children. The product must also meet certain international business guidelines and transaction as well as meeting the demand of it social concerns of the international community.
