Durkheim would consider the war on drugs and the acceptance by society of it without protest as morally and socially wrong. If the war is not fought on drugs, users caught and prosecuted, then society will continue to turn a blind eye on drugs; thus, making the situation at hand worse. I think, Durkheim would want the war on drugs to be fought harder so that the social norms and morals would not stay the same and change would be made to better the situation. This taken from my take on his view of crime and punishment.
Society most certainly has an obligation to combat drug use as well as any other immoral, rude, degrading, behavior that is contributed to this or any other cause.
