EHR Compliance Report
As a chief information officer, it is important to make sure that everything is running smoothly. I noticed that we don’t have an electronic health record system. I want to propose this to the board of directors, asking if we can have the electronic health record system. An EHR is a computer software that has the patients’ paper chart available on the computer. This allows the health records to remain safe and secure. This EHR systems will make it so much easier to access the patients’ files at any time. This shows the patients’: medical records, medications, diagnoses, test results, and radiology images.     What I can see now in the United States, is a race between, EHR, EMR, and PHR. Electronic Medical Records or EMRs are the electronic versions of classic paper charts that are still used by some clinicians who are still not 100% compliant and use for diagnosis purposes. While Electronic Health Records or EHRs have a wider scoop of a mission, for primary doctors can follow their patient’s journey of care through internet connections, but also allowing other clinicians to have access to that information for the same purpose of care. And Personal Health Records or PHR that allows patients to keep their own medical records online and enable them to control everywhere without visiting a clinic. Wherever patients travel and need medical care, they can retrieve their own records using the Internet. Whatever their purpose, now that computer system is widely used in medical practices, than in paper-based system, everything that used to be handwritten by healthcare providers and staff, including medical biller and coder, is now entered into a computer, directly into EHRs. And with this system, EHRs can increase the efficiency of staff members in the practice and at the same time improve the quality of care for the patients.     The Health Insurance Portability and Accountability Act, originally passed in 1996, gives the US Department of Health and Human Services the authority to enforce regulations involving the use of medical records or other health information. According to the department's website, consumers filed almost 50,000 complaints regarding health care privacy between 2003 and 2009. Patient Rights Under the federal HIPAA Privacy Rule, patients have several rights regarding their medical information. The privacy regulations apply to many kinds of health information including patient medical records, electronic health records, billing information and conversations between doctors and other health care providers, according to the US Department of Health and Human Services. Patients' health care providers must provide them with notification explaining how their medical records and other health information will be utilized. According to the Department of Health and Human Services, medical information cannot be released to employers, an advertising or sales company or any family member or friend that has not been designated as a personal representative for the patient. If patients consent to having their information given to another party, they must sign an authorization form that clearly explains who the information is being released to and for what reason. HIPAA regulations also give patients the right to receive one annual report from their health care provider that documents who their information was shared with.
