The Office of National Coordinator, and HIT released strategic framework from 2011-2015. The strategic framework was divided into five goals. These goals helps in achieving adoption of EHR systems and after adoption also takes into account the ways to improve the adoption.
Goal 1: “Achieve Adoption and Information Exchange through Meaningful Use of Health IT”:
This discusses the centerpiece of Health IT strategy for next five years. Goal 1 is divided into three stages. The first two deals with widespread adoption and information exchange. through Medicare and Medicaid and also to support meaningful use via grant programs. It gives financial incentives to eligible hospitals, critical access hospitals, eligible physicians who adopt certified EHR. It also includes information exchange with public health departments and laboratories.
Goal 2: “Improve Care, Improve Population Health, and Reduce Health Care Costs through the Use of Health IT”:
This step looks for how health IT contributes to the goals of health care reform. This reform includes: improved care, improved population health, reduced per capita healthcare costs, implementation of Affordable Care Act.
Goal 3: “Inspire Confidence and Trust in Health IT”:
This talks about how Government is taking efforts towards privacy and security issues related to health IT. Thus, building confidence and trust among EHR users and health information exchange.
Goal 4: “Empower Individuals with Health IT to Improve their Health and the Health Care System”:
Listen to individuals and HIT is implemented to meet their needs/priorities.
Communicating with individuals and spreading message through existing networks, providing individuals access to their information and promote strong consumer health IT. Patient centric care will be approached in this goal.
Goal 5: “Achieve Rapid Learning and Technological Advancement”: How health IT information can help in improving knowledge about healthcare. Creating learning health system (LHS), developing standards, policies to support communication, engage patients, providers and researchers and expand LHS. Broaden Health IT capacity
These strategic framework will work as a living document which will be updated based on stage 1 meaningful use and robust evaluation program implementation.
Thus, the adoption of EHR has been successful. From adoption of EHR system in just two States New Mexico and Connecticut, it is now widely adopted covering all the states. Though barriers are faced towards adoption, the Government have also taken initiative to educate and create new health IT professionals. With the successful launch Strategic framework from ONC, it is definitely helping toward improving adoption of EHR
system.
