Do I think this was an effective approach? Yes I do. All of these agencies take part in some way or form to the protection of the United States. Most of these agencies, prior to the new department formation, were in the Treasury Department,
the Department of Justice, the Department of Transportation, the Agriculture Department, the Department of Energy, the Department of Defense, the GSA, and FEMA.
They were all spread out. The Nation’s new strategic goal involved in the prevention, protection, response, and recovery of the homeland and its’ people. When you have all the agencies spread out between departments, it’s ineffective to the homeland security mission. Organizing all the agencies into one department allows for more efficient planning, better inter-agency communication, and allows for better intelligence gathering and sharing. Another reason why it was effective, is that having its’ own department, Homeland Security could get the funds from Congress to be able to support the mission.
