In the article Why does power corrupt? by Eliezer Yudkowsky he talks about what role our evolutionary psychology plays in the corruption of man. An analogy that he use to talk about this is that If you use your power to take many wives and favor your children with a larger share of the meat, then you will leave more offspring, ceteris paribus.

A Leader Creating Fear Is A Sign Of Corruption

Usually the relationships that crumble are those where the leader wants to holdpower for himself, not where he wants to share it or to benefit those under him.
Examples of beneficient dictators through history are rare because the oneswho achieved power by promising to help their people became corrupt whenthey got there.
Perhaps, as Steinbeck said, it's the fear of losing that power that corrupts.
If a leader is trying to create fear in us, we can act to prevent ourselves frombeing taken over by that fear.

Major corruption thrives on a broad base of small corruption-payments orbribes.
Anyone who wants to fight corruption and safeguard integrity in governanceshould not only prevent politicians and public officials from unlawfully acceptinggifts, but should also fight the 'high and mighty' that abuse their power andauthority to give privileges such as land rights, permits, diplomas, allowances,money, against a reward.
