[In accordance with Executive Order 5396, dated July 17, 1930], a disabled veteran must be granted sick or annual, or LWOP if necessary, for medical treatment when presenting an official statement from a duly-constituted medical authority that medical treatment is required. The veteran must give prior notice of the period during which absence for treatment will occur.
Executive Order 5396, specifically states that a disable veteran must be granted to use sick, annual, or LWOP for medical treatment when presenting an official statement from a duly-constituted medical authority. Based on this Executive Order I am permitted to use LWOP as long as that doctor is licensed by a Board of Medical Practice. The policy does not state that it has to be a VA appointment. Under current VA administration veterans are able to seek care within our own communities instead of having to wait many months to seek medical care. Therefore I am entitled LWOP for the following reasons: I am a disabled veterans attending medical appointments and I currently seeking treatment for an OWCP injury. I have had several Medical Appointments in which I informed my supervisor in advance and always turned in Medical Documentation after each appointment.
