The choosing of the dilemma
The National Security Agency have a big task in gathering information and helping the government to take appropriate actions in order to ensure that the citizens are safe. This noble task has been met with challenges and has been a subject of controversy over time. In choosing this dilemma, I was interested in comparing the delicate balances that have to be ensured for effective service delivery by the NSA. It is a very delicate choice between safety and privacy. This debate has existed in the past and definitely will not end today.

First and foremost is the spying agent. This officer has been tasked with gathering critical information to aid in national security. He puts his life on the line to achieve this objective. The second stakeholder is the individual. The individuals have been come in two ways: as the source of information and as a consumer of security as a service. Most of the complaints about this dilemma have come from the individuals and as such I felt it very expedient to include them as one of the stakeholders in the matrix. Finally, the government is a stakeholder in the above matrix based on their responsibility. The government has a duty to protect each and every citizen. Any act of insecurity depicts a lack of commitment of the government to the delivery of this fundamental human right. On the other hand, the government is mandated to safeguard the privacy of each and every citizen. In addition, the government is the employer of the spy agents. This factors combined makes the government be a stakeholder of interest in this dilemma matrix.

The government has the duty to protect every individual within her borders (Madsen, 2001). This duty must be done putting into consideration the provisions of the law (Posner, 2008). The spying agents are required to carry out their mandate while upholding the people’s right to privacy (Slobogin,
