Executive Summary Toyota Motor Manufacturing (TMM) confronted with several critical issues. (See Appendix 1) These issues caused the insufficient Just-in-Time (JIT) system. The first two critical issues are too much dependence on sole supplier and insufficient information management. Since TMM failed to communicate with sole supplier KFS, they projected the production unrealistically. Also, because of incapability of KFS to supply the car seat demand, a growing number of cars sit off the line with defective seats or no seats at all. For these two issues, we recommended a short-term solution for TMM to hold monthly meeting with KFS in order to overcome current crisis in seat supply. On the other hand, an effective information system should be set up to help TMM to determine the future projection. Meanwhile, TMM should use statistical process control (SPC) chart to monitor the product quality continuously. For a long-run strategy, TMM needs to build up its own plant for production seats so that it can easily control the specification and quantity of the seats that fully subject to its own requirements, and also minimize material cost. Furthermore, lack of process synchronization and poor production planning delay the company to produce the best productivity and quality. For company¡¦s lack of process synchronization, possible solutions are recommended such as: utilizing JIT, eliminating waste, and providing a better training program to enhance teamwork. Similarly, possible solutions for poor production planning are recommended for improvement of process organization and process flexibility.

    In 1988 TMM Japan began production on a new plant located in the US. The plant was modeled after the Tsutsumi plant and was to replace the majority of the Camrys that were being imported from Japan. As part of its setup the Tsutsumi production line was copied and employees were trained in the TPS process. TPS is based on reducing costs through the elimination of waste. TPS relied on two themes Just-In-Time (JIT) and jidoka. JIT means that new parts are produced only when needed. (TMM) encountered product proliferation problems with defective seats due mainly to the company's deviation from its normal production plan and lack of a recovery system. In April 1992, TMM's run ratio dropped from 95% to 85%, meaning that 45 less cars were being produced per shift, which in turn translated into overtime for the workers. As a result, too many cars needed off-line operations of one type or another before they could go on to shipping. The main source of the problem was the seats defects in the cars, in which case the car would go through the assembly line with the defective seat still in it. Then the car would proceed to the Code 1 clinic area where workers would try to fix the defects, or it would be moved to the overflow parking area to await a new seat to be delivered from the supplier. This process is an exception to the quality control process in TMM. According to Exhibit 10, in April 1992 the number of andon pulls during the first shift for the rear seat increased dramatically, from about 20 pulls in the beginning of April to about 120 pulls at the end of the month; pulls for the second shift also increased greatly. It should be noted that the seat itself poses several problems, besides those attributed by faulty processes: it is the most expensive purchased part, it is prone to damage, it is the bulkiest of all installed parts, its surface finish must satisfy customers, and it has to meet rigorous standards for the car's crash performance. Exhibit 8 shows that the most frequent defect occurrences are material flaws with the seat. There are a number of reasons that most likely contributed to the seat defect problem: 1.) The occasional error made by a team member shooting a bolt at an angle, which was minor and easily correctable; 2.) Damage to the seat covering from hand tool usage, which was rare; 3.)
