The four the stages to the homeland security cycle are Mitigation, Preparedness, Response, and Recovery. These four stages are necessary if any event happens and is able to respond to it. Mitigation and Preparedness is one of the first two stages that happens before an emergency occurs. Response and Recovery are stages that happen after the action of the aftermath. Mitigation focuses more on lessen the occurrence of an emergency and preparedness focuses more on being prepared before an incident happens.
