As Blankstein mentions, the principal alone cannot possibly do everything in a school. By including teacher leaders and more and more teachers into the processes of a school it takes off some of the responsibilities of the administrator to focus on those things that matter like instruction and the students. This makes the daunting task of ensuring each student reaches his/her potential a little less intimidating because now everyone has an investment in each student rather than just one or two teachers.
