This paper portrays the formation, development, and possible solution of the tri-state water crisis between Alabama, Florida, and Georgia. To do so, it focuses first on the claims of each state along with a brief explanation of each states’ riparian claim to the Apalachicola-Chattahoochee-Flint (ACF) and Alabama-Coosa-Tallapoosa (ATF) Basins as this is a necessary basis of understanding in order to see why stakeholders took the steps that they did and to grasp the gravity of the situation. From here, the focus moves more towards Atlanta, as the citizens there had the most at stake during this dispute. Next, a history of the dispute is outlined, beginning with the reasons for constructing the Buford dam, and continuing through last recommendations from the United States Army Corps of Engineers. The historical section provides basic facts to support the decisions made by different courts and reveals the logics of how these decisions were made. The Flint Water Crisis began with a decision about cost as many poor ethical decisions are. Flint wanted to switch from Detroit water to the Karegnondi Water Authority (KWA) and enlisted ROWE Professional Services to facilitate this transition. The switch was said to be more reliable, equal in quality, and reduced in price compared to Detroit water (Connexions, 2013). And in order to save about $5 million in the two years that it would take to switch to the KWA, the city decided to treat water from the Flint River for use. When it comes to determining water rights there are two forms of defining them. On the eastern side of the United States they use a system called riparian rights. This system came down from English law, which states that all who own land along a water source have the right to use it. This system is great for areas with a large amount of rainfall. In the western states with low annual rainfall this method becomes a problem for those down stream. As a result water rights are controlled by the state government. Their system is called, “Prior appropriation which can be best summed up in the phrase "first in time, first in right."1 Along with this issue there are other groups who have claims to the water rights.
