You can always amend a big plan, but you can never expand a little one. I don't believe in little plans. I believe in plans big enough to meet a situation which we can't possibly foresee no. Through big plans comes development. Planning is very important and is needed in every aspects of life. Nothing works well without proper planning and development. Planning and development over the years have been two terms that can be seen as one in the other. This paper will seek to discuss the two as a separate entity and to see what difference they hold. It will also discuss the impact of using the core periphery relationship and how it affects the management of nation’s resources.
What is planning
The concept of planning emerged from as far as Greece and Piraeus where their city was laid out according to grid iron street plan. However modern day planning started after World War 2, it was at this time that the importance of planning was recognized. (Ratcliffe2009). Evidence of this change is the Town and Country Act of 1947 which basically give guidelines to how proper planning should be carried out. “Planning is primarily a way of thinking about social and economic problems with a future orientation. It is deeply concerned with the relation of goals to collective decisions and strives for comprehensiveness.” (Friedman 1964). Planners are concerned with the shaping pattern of growth to achieve a sensible and attractive land-use pattern. The term planning has been defined in many different ways depending on the context in which it is used. one such definition is that planning is a dynamic profession that works to improve the welfare of people and their communities by creating more convenient, equitable, healthful, efficient, and attractive places for present and future generations. Excellent planning is backbone for most successful communities.
