In a span of few year more than 203 geog have been connected with road access [NSB, 2013]. Road construction is usually through thick forest which is covered with old tress and it destroys the beauty of nature and common resources but on the other hand people feel more reliable with the road access for their daily transportation which makes easier to transport more timbers whereby deforestation will take place naturally and have long term environmental concern.
One significant cause can also be shifting cultivation habits that most of the rural Bhutanese practice. More than 833 km square [MOAF, 1996b] of land has been destroyed. While the income generated and decrease in poverty rate is acknowledged, often they fail for account for the actual loss. With that it will also have environmental impact like soil erosion, land slide and so on. Every three years they shift the land for good yield, but they do not allow the forest to nurture adequately. As Bhutan Forest is a Common resources whereby RGOB have laws, policies and programs in place to conserve common resources like forests and reserved area to fulfill the mandates of Constitutional. Ideally if demand for all goods and services reduce definitely there will be a decrease in exploitation. On the other side we think it is more convenient to have individual right. With much effort from government side it is difficult to meet two different things on a same plate form. Therefore there is a need to strike a balance between right and responsibility.Whereby people strike more on individual right of owing resources but the government agencies emphasis more on implementation. So it is Concluded that cause for degradation of forest is mainly population as Malthusian Theory on population states that population is increasing at exponential rate but the resources is at steadily decreasing whereby it crates gap between resources and population. It is also arguable that population is good for development whereby there will be more invention of technology which helps in preserving environment from depleting it contrast with population theory of Malthusian. However its rite time for developing country like Bhutan to Act on. On the other hand general public should support government agency for their implementation of laws. Any ways right now we will just
