Patton mentions how Carol Weiss sees fuzzy goals as a characterization of human understanding and reasoning (or lack thereof). Scriven, on the other hand, seemed to embrace fuzzy goals in goal free evaluations as if he had the attitude of “if they show up, then they show up”. Patton takes these two attitudes and creates an approach of having key program people work on their own outcomes for the result of evaluators feeling a sense of ownership and gain a sense of understanding. One example of how goal free evaluation could be used would be that in a practice study, GFE observed, and graded a program by comparing outcomes of its performance to other GBE.
Scriven eventually comes around to a hybrid form of working with a goals-based evaluator
