I believe that Raccoons will choose corn over fish because of the time of the time of year. The corn I am using is already shucked. To me it would make sense for a raccoon to choose the corn over the fish if he is by a corn field. But it also depends on the type of season the raccoons are in mating or not mating. If they are not in mating season they are more carless and curious, but in mating season they are care, sly, and tricky which could cause that raccoon to choose neither fish or corn and move on and take beans, trash, or cat\dog food.
