Who are the poor in the happiest country in Latin America?

Costa Rica is known for the beautiful landscapes, ecologic sites and for being the happiest country in Latin America. But have a serious poverty problem, around 20% of its people live in below the poverty line. Who are the poor in the happiest country in Latin America?
To answer this question is essential to understand poverty and its causes, specifically in Costa Rica. When a person is in poverty means that it can't satisfy all of the basic needs like food, shelter, and clothing.

The World Bank Organization describes poverty this way:

“Poverty is hunger. Poverty is lack of shelter. Poverty is being sick and not being able to see a doctor. Poverty is not having access to school and not knowing how to read. Poverty is not having a job, is fear for the future, living one day at a time"

The history says that when Cristobal Colón arrived in Costa Rica called it in such way because he thought that he would find a large amount of gold on this land. But he was wrong, and soon it became one of the poorest and undeveloped provinces of the Spanish kingdom.
