Hawaii School Counselor Essay
School counselors in Hawaii are licensed through the Hawaii Teacher Standards Board (HTSB). School counselors in Hawaii are not required to have a masters degree, however this may preclude those without a masters degree from being able to administer, score, and interpret some assessments (Naugle, 2009; State of Hawaii, 2015). In 2012 HTSB adopted new standards for professional school counselors (State of Hawaii, 2015). Throughout the standards there is mention of school counselors using and interpreting different types of assessments. For instance, standard 3 specifies that school counselors provide accurate and relevant interpretation of assessment data; standard 9 specifies that school counselors use program assessments to evaluate the school counseling program (State of Hawaii, 2015). …show more content…
In Hawaii, a licensed school counselor with a masters degree would be qualified to administer assessments appropriate for the school setting, such as standardized achievement tests and screening assessments. School counselors do not diagnose students and are not trained to provide long-term counseling services for severe issues such as depression (Sciarra, 2004). Therefore, school counselors should use assessments to determine if a referral is needed. For instance, school counselors could use assessments, such as the Reynolds Child Depression Scale, the Beck Depression Inventory-II, and the Adapted SAD PERSONS Scale, to better determine if referrals are needed (Sciarra, 2004).

In order to justify the role of the school counselor in today’s public schools, we must have data to support the impact an effective school counseling program has on the students it serves. Largely because of No Child Left Behind Act and the Reauthorization of Elementary and Secondary Education Act, measuring student outcomes is no longer an option but an expectation (Wilkerson, Pérusse, & Hughes, 2013). The purpose for the study conducted in this article is to evaluate if there is a difference in student achievement on standardized tests between schools that have applied and earned RAMP designation and schools that have not in order to assess the impact a comprehensive school counseling program can have on academic success.…

Emotional Disturbance is among the categories that qualify students to receive special education services, but is often quite difficult to diagnose and involves a thorough examination of a child’s emotional and behavioral functioning. Assessment referrals for students who might potentially be diagnosed with emotional disturbance can come from anyone within the learning community or home environment. Teachers, parents, counselors, doctors, probation officers, school administrators, etc. are among the individuals who might propose that a student be assessed for Emotional Disturbance. There are numerous reasons why individuals would obtain an assessment in determining if a child has Emotional Disturbance. In a majority of cases, children are referred for assessment if there is a concern about the child displaying depression, anxiety, mood, or personality. However, there are unsuccessful cases in which children are referred for assessment based on a teacher’s inability to handle the child within the classroom setting. In other cases, parents might not wish to recognize additional underlying problems that could be the trigger for a child’s emotional or behavioral problems, such as family issues or household issues that could be small or large but can greatly affect the student’s growth emotionally. Once ED is understood and clearly defined, entire Individual…

It is critical counselors are competent in assessments as it is an integral part of counseling (Whiston, 2013). Those practicing in the counseling field must be aware of the applications and limitations of the assessing instruments that they are using with clients. Counselors should consider that they are responsible for the proper purpose and the competency of the assessment that they are using with their clientele is appropriate for the situation. The American Counseling Association ([ACA], 2014) Code of Ethics standard E.1.a. Assessment stated “The primary purpose of educational, mental health, psychological, and career assessment is to gather information regarding the client for a variety of purposes, including, but not limited to, client decision making, treatment planning, and forensic proceedings” (p. 11). With the Standard E.1.a in mind, counselors must be mindful of the administration purposes when assessing their clients. It is also critical that therapists use all of their counseling skill when meeting with a client to review results of assessments given to a client, so that the client can process and receive the results in a way that is beneficial to them.…

The ASCA National Model supports the significance for accountability by including it as one of the crucial elements which offer structure and framework for the school counselor and counseling program (ASCA, 2005). The element of accountability, under the ASCA National Model, includes the program audit, school counselor performance evaluation, and results reports. Examining the data acquired through these forces permits counselors to assess the efficiency of the program. Achievement data, attainment or access data, and school culture and climate data are the three types of data that is most widely used in a school counseling program.…
