Here are some suggestions for you project scope statement:

1. Format problems of your page header, title.

2. Your references should be listed on another page.

3. The order of your references should be adjusted based on the first alphabet of each reference.
4. Federal licensing and approvals may be far less than $10,0000.  
5. The high level deliverables, technical specification, and limit and exclusion are not clearly defined.
